Hosts Only Section

I believe that this forum could do with a hosts only section, this way noobs wouldn't bother web admins with 'How do i start a free web hosting business with cPanel?'

I don't think the forum really needs that. Noobs are noobs, help them as much as possible so they become mature. Just lead them in the right direction and one day they might come to you and thank you for all the guidance you gave them.
