If you have a decent Computer, go to steam menu , duble CLick on Source: Dedicated Server

install it, and do that easy stuff and you can have your own server which people can join.

If you want me to guide you through installing Amxmodx ( amxmodx.org ) which is like the best thing for your server , you can do all the cool admin stuff let me know .
