When you say foreign sites, what languages would they be in? Remember that advertisers also want good return on their investments and if the ad is in English but the audience is not, it probably will not fare well.

I found one that accepts foreign language, paypopup. But their pay isn't worth it.

EDIT: clicksor is paypopup...
