They may look at your page ranking, or your Alexa Ranking. Or the guy may be on vacation

Some directories have those listings. You can pramote there. Also forums and on the sites of the people you slowly get to sign up with you.
Word of mouth also helps ;-)

Freewebspace.net is a good place to advertise. The forum is so massive you're bound to get a signup. Every time I advertise my services there, I get sign ups.
