Well,
Really there is no BEST host, maybe the BEST host for you. Some hosts don't support scripts such as phpnuke. Just post a request for a host mentioning that you have a phpnuke driven site and mention how much space and bandwidth you need.
I'm sure somebody will be kind to help you out.

freenukehosting.com offers phpnuke hosting.... But, they have been having some trubble with uptime :angry: lately. And they require forum posting.

Any free web host that supports .php pages and allows you a MySQL database is capable of being a good free web host for a PHP-Nuke site. There are hundreds of such free hosts out there. Check the offers here, or visit http://www.freewebspace.net/ for some more established forums on free web hosting.

Using php(cpgnuke) and Mysql..

The links provided does not provide free Mysql services...
