You just need a lot of time and some kind of means of giving them space and bandwidth.

How are you planning to host sites? Going to colocate servers, lease dedicated servers, purchase high speed connectivity to your location?

If you intend to provide a good service, you will need a bit of capital to start.

The best way to do it is to start off with a reseller then move on up to a dedicated server.

hotrod1 is on the right track with a reseller account to start.

This will allow you to keep your costs low and still provide a good service as you begin to grow. :)

You will need to install a server OS, Linux is the best choice and also install PHP, mySQL and associated services if you intend to offer them. I don't think that running a free web host of your home connection is a very good idea though due to both bandwidth and reliability limitations.

i have it all.
can anyone give a guide on how to create it?

like my plan is to give away 200MB of space. unlimited bandwitdh(total of 300GB)
Interests: Personal, Business. put my banner Scripting: CGI, PHP, SSI, Perl, Python.
Your URL: you.mydomain.com or mydomain.com/you
MySQL databases.POP3, Web-based Email.Statistics.SSL.No file size limit.7-days Inactivity limit.
English sites only.

the only thing is, upload program. like file manager. what is the best file manager can i install?

I think you should try using xpanel for all of that but its a very very bad idea to give away unlimited bandwith especially on your own connection. I would suggest leasing a server hosted in a datacenter and if you offer ads it will pay it off.

my server is a leased server. go to hosting.anime-resources.com and check the specs.

what i mean by unlimited is i reserved 300GB for free hosting. and if they really need it, i will consider giving more to them depending the status of their site. and btw, i changed my mind :)

now im offering web sponsorship to whoever interested. preferrably to someone who got an anime based site or manga site/forums

why would you put unlimited bandwidth and then put 300GB, there is no such thing as unlimited bandwidth. further more you mean 300GB of transfer not bandwidth. I think you should rethink your offer. Also, if you are planning on making money off of this, most people will never purchase space from anyone if they know they can get it free until they realize free services never last. Example, geocities, fortunecity... they all offered free services, geocities still does, but it is very much limited now, compared to when your url was geocities.com/town/you

what i mean by 300GB is i let my free customer use as many bandwitdh as they want. like they balance each other. then, if the bandwitdh reaches 300GB, the account will be suspended. and btw, 300GB is the RESERVED bandwitdh for the whole free customer that signs up. more like you use the bandwitdh wisely.

and yeah..ive rethink of my offer.

200Mb Disk Space
10Gb Monthly Transfer*
10 MySQL Databases*
100 POP3/Web-Mail Accounts
cPanel with Fantasico* Deluxe
must put my ads in it.

*= negotiable depends the quality of user site.
