I currently have a host, that is not that expensive (Register and expensive domain with them and get verhy basic hosting), but the thing is they are not that reliable either, constint outages, and slow connections. And they don't offer the features I am now looking for.
It will mainly be my personal site, with a blog, my programs that I wrote, and tutorials. Like I said I do some programming and would like to be able to host the downloads for that. All of my programs are usually written under the GNU GPL, meaning they are Open Source. I also am tring to sell my programming skills, but usually I end up doing programs for free. Other then that I do minor consulting for no profit, helping friends with there sites, including helping them find a host, helping them set up scripts, watching for security updates for scripts they use, and help get them connected with people of the same interest.
All my content would be legal and having nothing to do with illegal activities, I am not your average user.
To summerize it would mainly be my personal site that friends and family see. That and it would be a way for me to get my name out for who are looking for help.
I might how ever in the future look in to putting ads on it to raise money, or join affiliations. Currently I am in a link exchange agreement with a major schematics archive. That and link exchanges with friends.

I can offer you 400MB diskspace and 6GB bandwidth in exchange for a customized banner that will blend into your website.

Thanks for the offer, so I take it I would still get PHP, MySQL, CGI, PERL, and the other stuff I requested.
Thank you for your offer, what would be the best way for me to contact you?
You will probably be hearing from me a within a couple of weeks after the new year.

Yes, you will still get the rest of the features that you requested. You can either PM me or email me. Can I have a look of your website before I decide which place is better for the banner?

If you don't feel like disclosing this to me on the forum you can just PM me. I just have some questions for you. I just kind of like to know these answers so I can get a feel of what type of service you are offering.
First off, how long have you been hosting sites? Is this a hobby or your job(business, career)? Were is this server located? How many sites are on on box? Can you tell me a little about the server(s)? Any example sites? Do you have a TOS or AUP that I should read? What are your plans for the future?
