how to force banner advertising

I have a free hosting site and how do i make it so that banners will pop up with the free hosting or make it so that there is a banner or txt link added to there website.

but I dont want to have a banner on each site. Some of this are paid account so ...

All I do is tell my users that they have to display ad-code x and if they don't, I will delete their account.

Do you have some script to check accounts/pages without your Ad, or do you do it manual?
