Basically to ditto what snapya said, if you are unwilling/unable to code your own control panel, or you don't want to pay for a decent control panel then you should not be starting a business. Shared hosting will certainly not work. I was running an $80/mo VPS at one point and I was getting lots of downtime. It wasn't until I doubled that expense and got a nice dedicated server was I able to get rid of downtime and usage issues.
Also at one point I did use shared hosting to provide free hosting (a long time ago), but it got hacked and destroyed and abused before it even had time to start suffering from downtimes.

I am basically explaining what snapya just said

I started off on a Celeron and had to upgrade every month. You don't wanna do that; transferring 1000's of accounts plus a hard to configure panel every month is no fun. If you plan on advertising a lot and becoming one of the big boys, start off on at least a P4. Even though it's free downtime is terrible to have right when you start off. Most people will think you aren't going anywhere and will give up.

I know it sounds like a pain but if you expect to make money spending some money up front shouldn't be too bad.

Firstly you need a team for support etc,
A dedicated server with high bandwidth and space
A good control panel such as cpanel or plesk
Knowledge in php etc to fix customer errors
patience (you will find you get at least a few hundred free orders before you get a paid order, and you will need to check every site for illegal content)
A good billing software

I found at least 2 out of every 10 accounts was hosting thinks such as porn or warez/trackers etc

Yup I would second that

What u need in my opinion.

1. A techie person who knows hosting (hire or team up) - this is a must
2. A good host automation, billing and support software (script)
3. A telephone nu,ber (VOIP, etc) which actually RINGS so that your clients can call up and confirm your existence
4. A nice website for which you may need to buy a template or exchange one with a hosting account ( I am willing to offer this )

you really need to have some money to spend into it, snapyas right. starting from a vps would be the best idea and then upgrading to a dedicated server, but be prepared to spend some $$$ and even possibly lose $$$ in the process. there are a lot of pitfalls.

2nd option: you could also always take the cheap-o and basically risk free route though like I did, and set up a home webserver off your cable connection (IF they allow it), and code your own control panel. but for that you're totally on your own when it comes to problems. even then you're going to need to spend some money if your server grows (I know I did) and eventually if you get REALLY big you'll have to move your data into a real datacenter. but by that time you might be able to have a good boost to be paying for a dedicated server and whatnot... and if not... not a lot of money lost.

One thing: I do NOT reccomend cable webserver hosting for paid stuff.

you need a reliable source of money consisting of more than you actually need. alot of free hosts collapse because they expect ads and stuff to gain them revenue.

i wouldnt run a free host off a home cable connection, you will need at least 5-10mbits up. Unless all you are serving is html pages, even then you need about 1mbit UP.

also do not buy a VPS, you need to start with a dedicated server and for your situation you need two as you should not put free and paid on the same server. Dont expect to get many paid signups though

I would like to let you know that I had one dedicated server running ZendURL and within a week we had hourly downtimes and our hard drive corrupted. We are now going to be running with two clustered together.
The lesson learned is: Do not underspend to save money short term. It'll cost you even more long term.
