See my signature for a good CPM program.

I went straight for the dedicated and what a good decision that was, I get about 60 - 100 signups a day.

I use Ipanel, and they have a 20% coupon in the offers forum.

Check it out.

Edit: For 25K sites, I'm sure the bandwidth will vary per user per website and all of it depends on the traffic and popularity of the website.

How do you plan on hosting 25,000 sites?

its not hard to host 25k sites
my site: 9999mb.com does, my old site 110mb.com does (now sold)

and i currently have capacity for up to 150k sites

as for bandwdith, if it ever becomes a problem you can aggregate it on a rack.

Assuming each account has 3 sites, you would need about 8333 cpanel accounts. Could a server handle so many?

no, cpanel cannot handle the signups, its designed for paid hosting not free hosting, and the signup system will completly crash the server, even a quad core.
