meh...I just cant get people to join. Its either one person joins, is too lonely and just leaves. Then another.

But I havnt had a member yet...I need some advice from webmasters. Thankyou and C&C :)

I used to run a gaming clan for 4+ years and was the head of its website as well. We had 250,000 posts, 23,0000 threads, and 1,400 registered users. The best thing I can recommend is posting a lot yourself, getting something other than that generic skin, getting your friends to post, start with FEWER forums so it condenses discussion, and get involved in other anime communities (with your signature being the URL of your forums).

Why not try posting comments on blogs with simular content to your forum with links, try not to be spamish. Create some thread of your own, get some of your friends posting, make it look active and unique and I'm sure you'll get people starting to register.
