You'll have a very hard time finding a (reliable) cPanel reseller account like that. I'd suggest a dedicated server.

Also a 99.9% uptime guaruntee does not mean that your site is guarunteed to be up 99.9% percent of the time. That just means that there is a 99.9% uptime for hardware failures and stuff like that.

ZendURL, it depends on the host itself, if they say 99.9% SLA, that means the network is up 99.9% of the time. If it just says 99.9% uptime, that means it covers the server itself unless mentioned in the AUP.

No host would promise 99.9% unconditional uptime unless they are trying to commit legal suicide. Any server can be crashed if too much load is put on it, so a 99.9% uptime for a dedicated server provider is junk (it means nothing if you run a high load website), and on a shared/reseller host they will suspend you if your CPU usage goes too high anyway.

The OP is only looking for a hosting provider though, not a dedicated server. Most paid hosts offer that.

Suspending has nothing to do with the uptime though.
