How to prevent phishing on free hosts

I just got my website server disconnected because users are using it to send out fake ebay and paypal emails, as well as a fake paypal website.. How can i prevent this?

Monitoring sites and email logs. Also, make sure the TLD is a good domain not anything to do with paypal/ebay.

also add a limit on the amounts of email allowed per hour
