Looking for a Reliable Free or Paid Webhost.

I am looking for a reliable free or cheap paid webhost with decent uptime and on lenient TOS on what is allowed. Also I need a decent amount of space.

I plan on opening a website/forum with discussion or news on emulation related subject (Nothing Illegal) it will also off Tech help for hardware, software and various other things as well as a section to download various freeware and opensource programs. It will probably contain an adult forum for registered members who are old enough, that restriction would be actively enforced to ensure anyone who wasn't old enough or of legal age would not be able to access that content easily.

I would like a host that offers a free Subdomain or a cheap domain with subscription, Cpanel and no filetype restrictions. Must offer PHP and MySQL and Must also allow hidden Members only forums as well to reduce bandwidth on the forum giving lurkers an incentive to register.

For paid hosting, I can only afford to pay monthly. I can pay the first one or two months upfront to cover a couple months of hosting and continue paying the monthly fee. I can not say if the plan is for 6 months pay the entire six months upfront.

So if there is a paid host which requires the first or second months payment in advance to set you up and a monthly fee afterwards that would be great.
