Looking for reliable, long-standing host

I'm looking for a free web host for relearning a bit about web development and to learn PHP/mySQL. The site hosted will get very little traffic (basically just me); I'll probably just make small projects for myself to work towards for learning PHP (like making a news posting system or calendar) and really very little will be on the site aside from that.

Here's what I need minimally:

-Decent up-time and speed
-Subdomain (like "asdf.website.com" or "website.com/asdf"
-75mb space
-500mb data transfer/month
-FTP
-PHP
-1 SQL database (preferably no size limit on it)
-No ads or forum posting
-A host that has been around for 1 year or more - This is important. I don't want a host that could just vanish one day; I've had that happen twice.

Things that would be nice to have (but can live without):
-Cpanel
-No file size restrictions (I don't plan to upload any huge files, hence the 75mb space requirement, but it's nice to not be limited in individual file size.)
-Newish/updated PHP/MySQL
-Anything you can think of that a newbish web developer might want later on, but doesn't know about yet.

I know that's a pretty big list, but it seems like a pretty small request compared to most others I've read. I really only need the stuff in the top list, bottom list I don't care about so much. If you've been around for nearly a year lemme know too, I just don't want a host that's only been around for a month or two; there's no telling how long they'll be around for.

I'd be happy to host you. Same as The Stealthy One, my service isn't a year old yet. I started it up August 27th, 2007. So in less than two months it'll be there.

I don't place any ads on your site, require no link backs, and it's not a post to host. I don't make money off of my service, I do it just because I can and I like too.

If you check out my site www.LevelUpHost.com you can see I have a notice saying I'm not currently accepting new applicants. I did this because I didn't want to get very overwhelmed with tons of people I'm hosting and a much higher bill.

But with you having such small requirements, I'd be happy to give you an account with 75megs space/500megs BW. As well as your other requirements. (Cpanel, FTP, MYSQL, No File Size Restrictions, New PHP/MySQL.)

But the one thing is, I don't have superb around the clock support. I basically just give people some hosting, and will help out if I can through email.

I am sorry to hear that, and I am really puzzled by it - we use 2 third-party downtime monitoring systems for our homepage, and neither one has reported any downtime in the past day. When you say they didn't work, what do you mean? Did you get an error? If so, what kind?

The window just sits there loading for a while and then I get an error that says it timed out

Yup, in Arkansas with AT&T DSL (I think it's AT&T anyhow...used to be SBC Yahoo and it's been renamed several times in the past couple of years).
