I am highly tempted to post an offer in the general discussion,and when the mods see this they can move it to the proper section.

You should. Make a note of the fact that you meet the requirement, but can't post in the proper section, so a mod should move it for you. Better yet,post it in a place that has no relevance at all. This way its sure to be moved and it'll stand out like a sore thumb. The Community Liaisons (Moderator status?) can't mes with the admin area stuff, but someone with an admin account can, so you want to get the attention of an admin if possible. I don't know if the admins even check the board because I only saw liaisons so far.

What do you mean by promotion? When I try to post in the free hosting reviews section, I can't post, yet according to the rules, I only need 10 posts and to have my account log enough as well.
