    IMO, generally there is a possibility where a person demands more than 1 IP to perform some spam type of activities, so asking and verifying the exact reason behind requirement for multiple IP addresses may help up to a certain limit.

    Maybe for paid hosting. You shouldn't be giving any IPs away for free hosting...especially not multiple IPs.

    Exactly - giving IPs away would not only put you out of business by your datacenter in matter of days, but it would also cost you $0.50-$2 per client, which I assume is not your average earnings per client

    I wanna have a website which both mainland Chinese and American access.
    The server in China so slow that I would like to build it at the server in the US or Europe. However, many free service is not accessible from China.
    Do you know any web hosting service which you can access and handle, eg. uploading, from China?

    I know somebody who has his own hosting company and has bots that moniter for abuses 24x7 on the server!!! and suspends them if they are abusing!!! You could get these kind of bots developed!!!

    You know you can't prevent spam 100%, you must also have a very vigilant staff that will take proper measures when the spam does take place.
