Unfortunately there is no definitive way to stop abuser you have to watch out and learn to understand the difference between a legitimate customers and an abuser

Also in WHM, checking the Daily Process Log, to see if there are users overloading the CPU

I'm sure, this is one of the concerns that most hosting providers face day-in-day out. This is usually the case with customers opting for shared services. You cannot rule them out completely but you can surely reduce the abuse to a great deal by setting up an effective fraud detection alarm in your billing system. I'm not too sure about other systems, but WHM does have such a provision, you probably want to check on with it.
