    Default vCPU vs Dedicated cpu
So I am looking at 2 differnt VPS plans.

Plan A offer 4 VIRTUAL cpu cores. So they are shared by other vps's on the server.
Plan B offers 1 dedicated cpu core, that only I would be using.

So my question is, which one is better in terms of performance and reliability?

I should note that BOTH plans are from the same provider (ram node)

If you are using more RAM and SSD for VPS, I would say vps will be having better performance than server because as server has 1cpu core. And as name indicates server will be having dedicated resources and will be having better performance. Its all depends on how you will be using and configuring the server by resources.
