Your probably can get 000's of users to a cPanel server, however it will not work / would be so unstable it may as well not be working.

Id recommend LayeredPanel, or vPanel as the 2 panels that scale well to enable a free host to ultimatly run profitably (layered panel may not look the best / work the best, however you wont be having to backup, and restore your 1000 accounts once the other panels fail you.)

iPanel works with cPanel, it's not a stand-alone control panel. But yes, I love iPanel and would have never stopped using it if only their API was better documented.

I think that cPanel is suitable only for paid hosting. If one day will lower the cost of the license will be good also for free hosting.

Where? I have see $15 monthly only for vps. For server the lowest price I see is $25 monthly.

Nothing stops you from running your dedicated server in a virtual container. I used to run my dedicated server as a single Xen container and it let me use the VPS licenses instead of the server ones with no drawbacks.

cPanel has a new control panel for Windows called Encompass I believe.
